This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction Office (CWMD). The primary purpose of this position is to plan, program, budget and prioritize, the outyear budget. Oversee the development of detailed budgetary justification, brief management officials, defend proposals, and carry out the program analysis and evaluation of the organization. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Budget Analyst, GS-0560-15, your typical work assignments may include: Supervising and managing a large group of staff engaged in substantive professional, technical and administrative work. Provide expert advice and guidance on the formulation of budget estimates, justification, presentation, and defense. Direct and supervise the preparation of briefing materials and responses to questions from CWMD executive leadership and CFO, DHS, OMB, GAO, IG and Congress. Lead the review, analysis, and evaluation of the effectiveness of budget operations, practices, and procedures in the administration of CWMD's out year budget. Qualifications

Specialized Experience You qualify for the GS-15 grade level if you possess one (1) year of specialized experience equivalent to the GS-14 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Planning, programing. budgeting and prioritizing outyear budgets. Experience leading a staff in planning, analysis, formulation, justification, and presentation of budget. Providing expert advice and guidance on the formulation of budget estimates, justification, presentation, and defense. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
