Duties

(Continued from Summary): respond to the presence or potential releases of hazardous materials for the purpose of stopping or controlling the release. Duties: This position will support the Federal Government's response efforts to COVID-19. Performs hazard and risk assessment techniques in completing initial incident analysis; drives and operates firefighting vehicles, such as pumpers, aerial ladder trucks, and Airport Rescue Fire Fighting (ARFF) vehicles. Performs crash-rescue and firefighting duties involving air traffic or support operations where hazardous conditions are such that the expectancy for fire is high and potential for becoming destructive is great. Performs structural firefighting duties for a variety of facilities, which may include large multistoried buildings, industrial areas, and/or base storage facilities; performs rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility. Maintains firefighting equipment and fire station facilities; complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

• Employee must participate in a mandatory physical fitness program. Must be able to pass pre-appointment physical and subsequent annual medical examination IAW NEPA 1582; Standard on Comprehensive Occupational Medical Program

• Employee is required to use all safety equipment and clothing provided by management.
• The employee is required to work a 72 hour week on a 24 hour on/24 hour off basis which includes weekend sand holidays. May be subject to recall.
• This is a Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90).
• This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program.
• As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing.
• The selectee must sign statements acknowledging the position is identified as a TDP.
• This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
• The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.
• Position requires the ability to discern colors, contrast, and depth.
• May be required to work the Fire Alarm and Communications Center (FACC).
• Employee must maintain Emergency Medical Responder (EMR) and CPR/AED certifications as condition of employment.
• Based on mission requirements as determined by the AF EMS Work Group this position may be required to hold a National Registry Emergency Medical Technician (NREMT) and/or state certification.
• If the EMT level mission is required and the incumbent does not currently hold EMT, the employee must complete the designated NREMT/State certification within one year.

Qualifications

(Continued from Conditions of Employment): Employee must sustain NWCG Wildland Red Card requirements to include annual work capacity test as a condition of employment. If the incumbent does not currently hold the WLF Red Card, they most complete all academic and work capacity test requirements within six months as condition of employment. Employee may be assigned to the Technical Rescue Team and be required to complete additional DoD Firefighter Certifications as directed by the Fire Chief. Once designated as part of the Technical Rescue Team the employer will be responsible for the training and must successfully complete all certification requirements as condition of employment. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from the military recall status if alternatives for filling of the position during an emergency are not available. No alternatives available to support and be removed from any military recall status. Employee must have and maintain a secret security clearance as condition of employment. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements (IOR), 0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06 or equivalent in other pay systems. Examples of qualifying specialized experience includes particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. MAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. For initial appointments, applicants cannot have reached their 37th birthday by date of appointment. This age restriction does not apply to those who have previously served in a Federal civilian firefighting position covered by title 5 U.S.C. section 3307 provisions OR to qualified veteran preference eligibles who may be eligible for waivers in accordance with section 3 of DoDI 1400.25-V336. NOTE: Applicants who are past the maximum entry age, are re-entering into a primary/rigorous position and have previous special retirement coverage service - may be eligible to be rehired or reinstated to a primary/rigorous covered position without requiring a maximum entry age waiver if he/she will be able to complete 20 years of covered service by age 57. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge to drive and operate firefighting vehicles of significant complexity, and the principles of hydraulics as they pertain to waterflow, water pressure, water levels, line (friction) losses, etc. Knowledge of basic and specialized airfield and structural firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures; and of basic and specialized building design, construction, and occupancy. Knowledge of hazardous materials emergency response procedures, equipment, identification, and mitigation actions. Knowledge of emergency first aid techniques; and of safety requirements as outlined in applicable safety standards, regulations, and/or technical orders. Skill in operating communications equipment. Ability to maintain good working relations; to communicate orally and in writing; to lift and carry heavy loads; and to apply emergency first aid techniques; and to conduct complete HAZMAT incident analysis. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
