This position is assigned to the Education Service at the South Texas Veterans Health Care System (STVHCS) and is integral to the effective oversight and management of the Service and its programs, responsibilities, and staff. The incumbent enforces VA policies and regulations, develops and implements Facility and Service policies and procedures, and is the subject matter expert for all tasks under the purview of the position.

Duties

Major Duties: Ability and experience working with agency and external leaders at all levels to effectively communicate programmatic data. Independently direct actions governing administrative, fiscal, contractual, equipment, space, and other resource management, as well as HR actions. Extensive experience managing multiple budget lines; project fiscal requirements for acquisitions, training fee obligations, GME and Assoc Health Trainee stipends, and personnel overtime. Ability to accurately identify work trends, skill in statistical analysis, and experience implementing workload changes. Provide programmatic direction; define major issue goals, develop strategies, and facilitate resolutions; develop, policy and procedures for Service initiatives. Service-Level Primary Contracting Officer Representative (COR); certify all invoices under the purview of delegated FCPs; provide supporting documentation in accordance with established national and local simplified acquisition protocols. Skill in writing new PDs; assess and prepare HRMS/CCU-required documentation for personnel recruit actions or positional updates. Experience developing comprehensive, detailed policies and procedures encompassing administrative laws, regulations, and precedents. Supervise non-clinical, administrative staff; provide advice and counsel to TS and non- clinical T38 employees regarding Service, Facility, and Agency policies, procedures, and directives of management. Manage Health Professions Trainee programs: House staff (GME), Associated Health Trainees, medical students (UME). Oversee affiliations agreements between VA and private, public and DoD educational institutions and their training programs. Manage employee training requests and reimbursements program: develop policy, review requests for appropriateness, approve funding, track usage, and ensure staff enter payment obligations prior to event. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Adapting quantitative analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and organizational productivity in areas such as All employee surveys, work orders in the areas of Maintenance and Operations, and staffing utilization in all sections; Formulating administrative polices and procedures through researched knowledge of regulations and guidelines, and to implement programs having both immediate and long-range effects upon the public and other governmental agencies bot directly and indirectly; AND Operating a variety of automated computer programs, such as Microsoft Office suite, Smart Draw, ProClarity, WebHR, VA Personal Identity Verification Portal, to develop documents, charts and computer presentations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.. You will be rated on the following Competencies for this position: Organizational Performance Analyst Administration and Management Compliance Budget Administration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site.
