You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (CONTRACTING OFFICER REPRESENTATIVE) in the CHEMICAL, BIOLOGICAL, & RADIOLOGICAL DEFENSE DIVISION of the RESEARCH, DEVELOPMENT, TESTING & EVALUATION DEPARTMENT of NAVSURFWARCEN IH DIV.
This position is equivalent to the GS-11/12 level.
Duties
You will serve as a Contracting Officer Representative (COR) and performs duties as appointed per NAVSEA Instruction 4200.17 (series) in
order to represent the contracting officer and to ensure proper execution of the assigned contract(s).
You will provide proper and appropriate oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions.
You will communicate with the contracting officer on a routine basis regarding contractor oversight and performance and maintains required documentation to support monitoring Contractor performance
You will notify the contracting officer of any contractor performance issues and takes corrective action as appropriate.
You will develop technical data packages for contractual procurements.
You will review contract terms and technical specifications to identify any special requirements.
You will conduct post-award conferences with the contractor to clarify contractual requirements and special provisions.
You will monitor contractor technical performance over the life of the contracts.
You will solve problems relating to change proposals, claims, payments, or similar problems.
You will reviews completed contract files to ensure all contractual requirements are satisfied and the contract is complete in every respect.
Requirements

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-03 (GS-9/10 equivalency) or grade level in the federal service or equivalent experience in the private or public sector performing contract administration through the analysis and execution of acquisition contracting functions, including oversight of the contractual procurement process, to ensure financial and technical compliance with contract terms and conditions.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Possession of an LL.M. degree that is related to the position being filled.
