The primary purpose of this position is to coordinate the day to day operations by participating in the direct, on site coordination and administration of the Hoptel Program. Secondary, the incumbent will as the Service Line Program Application Specialist and related ADP AC duties. They will also perform other duties as assigned to include timekeeping.
Duties
The main duties consists of, but not limited to:
Participates in the development, establishment, and implementation of operational policies related to eligibility, check-in procedures, consult management, length of stay, behavior standards for guests.
Participates in the execution of policies and procedures for the making reservations for the Hoptel Program to support Veterans attending medical appointments within the CNVAMC.
Conducts special studies or reviews such as market research to study relevant market conditions which affect the deliverance of hospitality services.
Researches competitor position in the marketplace to analyzing their price points, sales, and marketing methods.
Conduct joint guest management inspections of guests hotel rooms and general condition of hotel properties and amenities.
Prepares or drafts correspondence relating to the maintenance and operations, manuals, publications, articles, etc. for the Administrative Officer's consideration.
Identifies deficiencies with the facility, equipment, furnishings, tools, materials, and supplies.
Manages and oversees the development, execution, review and analysis of the Hoptel Budget.
Manages and reconciles several Fund Control Points (FCP) and reports monthly to the AO and Fiscal Service.
Recommend procurement actions and is fiscally responsible for any actions taken.
Enters, tracks, and analyzes data pertaining to program census, program consults, guest demographics, length of stay, complaints, etc.
Makes charts, graphs, and other visual aids to present the results of their research.
Work Schedule: Monday - Friday 8:00AM-4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviewing and/or drafting correspondence related to service line policies, procedures, directives, articles, and/or manuals; Supporting the development and execution of a service line budget; and Managing data for statistical use in support of a program or service line. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. This education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond the first year or 18 semester hours.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is principally sedentary. Some walking, standing, carrying books or files, or driving an automobile to and from project sites may be required. However, no specialist physical demands are involved.
