The Medical Administration Officer (Chief of Health Administration Service) (HAS) has oversight and authority over a complex, comprehensive patient administrative management program which provides the services and technical counsel necessary to meet all legal, procedural and administrative requirements of a patient Health Administration Service.
Duties
The Medical Administration Officer serves as the Chief of Health Administration Service and subject matter expert in the legal and technical, and as such plans, organizes and directs aspects of medical administration programs, providing legal interpretation and technical advice and guidance to employees, service chiefs, veteran service officers, patient advocates, veterans and their families, etc. Maintains knowledge base through intense reading and analysis of VA regulations and directives, public laws, Code of Federal Regulations, United States Code, etc. Additional duties include, but are not limited to:
Plan, organize, direct, control and coordinate all program elements within the Patient Business Office.
Implement and consistently apply sound management practices to ensure optimal organizational performance, fostering a culture of efficiency, accountability, and continuous improvement.
Analyze the broad implications of higher levels of authority, laws, regulations, policies as well as professional and administrative trends.
Identify short and long range needs, formulates proposals, plans and initiates improvement in patient administration that affect the health care systems mission.
Set clear performance standards and rigorously assess the performance of subordinate supervisors, fostering a culture of accountability and continuous improvement within the organizational hierarchy.
Prepare the operating budget, considering both current requirements and future budgetary needs, with keen focus on financial planning and resource allocation for sustained organizational success.
Develop a comprehensive plan to efficiently allocate and manage financial and staff resources, ensuring optimal utilization through strategic organization and effective direction to meet organizational goals.
Design strategies to manage and integrate data on expenditures, cost containment, operational policies, supplies and equipment, overhead and other similar resource factors to identify opportunities for improved business efficiencies.
Prepares extensive model analyses and reports on business performance against established parameters to ensure compliance with rules and regulation.
Establish and maintain relationships with the general public, veteran service organizations, key officials, agency stakeholders, and/or community groups in order to communicate and disseminate program information which results in an understanding of the agency's mission and activities.
Manage department that regularly involves extensive problem resolution, coordination, fact finding and reviewing/testing recommendations developed in other agencies and/or outside groups.
Identify, address, and eliminate barriers while actively resolving problems affecting patient care and revenue recovery processes, with a focus on enhancing overall efficiency and ensuring the highest standard of service.
Adapt to and implement agency program goals and objectives to meet the needs of the internal and external stakeholders.
Conduct a comprehensive analysis to plan, develop, organize, coordinate, review, evaluate, and improve business office operations, focusing on enhancing efficiency and effectiveness in both short and long-term perspectives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1. Mastery in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
2. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important programs.
3. Ability to manage program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating program accomplishments.
4. Ability to form successful relationships with internal and external stakeholders to partner on programs and key administrative support functions.
5. Demonstrated skill to plan, organize, and direct team, study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources
6. Ability to present highly complex data and information to audiences of senior managers and executives, as well as members of the public.
7. Oral and written communication skills to establish and maintain effective work relations with a road range of people that often have divergent viewpoints and conflicting priorities.
