This position is located in the Office of the Director, Organizational Health and Executive Office at VA Augusta Health Care System and reports to the Executive Officer. The incumbent serves as Diversity, Equity & Inclusion Manager who provides diversity, equity and inclusion services throughout the facility which includes two campuses and three remote Community Based Outpatient Clinics (CBOCs).
Duties
Duties include but not limited to:
Provides diversity, equity and inclusion services throughout the facility
Develops program guidelines, policies and materials for diversity, equity and inclusion.
Provides technical and administrative support to senior leadership in developing programs having to do with diversity, equity and inclusion opportunities for minorities, women and individuals with disabilities.
Provides technical and administrative assistance with diversity, equity and inclusion programs to managers, supervisor and employees on matters concerned with planning, developing, monitoring training.
Provides advice to Service Chiefs, Supervisors and employees on all matters related to diversity, equity and inclusion.
Oversees Special Emphasis Programs and works closely with the Diversity and Inclusion Sub-Council.
Develops statistical data regarding the complaint process, responds to inquires.
Monitors tracking systems for diversity, equity and inclusion document requests.
Reviews diversity, equity and inclusion concerns as presented by the Office of Resolution Management (ORM), or employees throughout the organization.
Performs fact-finding and research to obtain information for diversity, equity and inclusion matters.
Oversees the process for purchase cardholder(s) for diversity, equity and inclusion control points, budget activity.
Gathers and interprets data, identifies problems/concerns, and develops recommendations to resolve substantial risks relating to the effectiveness and efficiency of clinical, educational, and administrative programs.
Applies knowledge of organizational policies and procedures as well as its functional structures to develops facility-wide improvement plans.
Oversees the process for special observances, conferences, seminars and training sessions as it relates to diversity, equity and inclusion.
Reviews proposed organizational changes requiring the establishment, consolidation, transfer, or regrouping of functions for services.
Responsible for the review of the cost effectiveness and utilization with appropriate recommendations given on various programs and operations.
Work Schedule: 8:00a - 4:30pm - Monday - Friday; subject to change depending on the needs of the agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You will qualify based on your experience described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated experience showing recommendation to leadership that promote the overall efficiency and effectiveness of Diversity, Equity and Inclusion accessibility efforts Demonstrated experience showing development of strategic plans, goals and processes involving diversity, Equity and Inclusion.
