This position is part of the Office of the Secretary, Office of Facilities and Administrative Services. The incumbent will be responsible for serving as the Senior Environmental Protection Specialist for the Stewart Lee Udall Building in Washington, D.C.
Duties
Program management - The incumbent is responsible for planning, implementing, and leading effective operation of sustainable building and EMS programs, other program related responsibilities include providing oversight of the OFAS pest management and building landscaping programs, as well as other related Facilities owned programs.
Project management - Serves as a project manager in the integration of the OFAS Environmental Management System program. Assists in the review of operating systems, making recommendations to improve program effectiveness and efficiencies. The incumbent resolves problems encountered by OFAS Division activities in achieving compliance with environmental mandates though audits, inspections, and investigations; secures compliance through corrective actions. Reviews management systems and reports and provides input to team to improve overall operating effectiveness. Prepares numerous detailed environmental documentations and reports for local use. Conducts regular inspections of the Udall Building in identifying deficiencies related to proper operation of the facility and programs. Develops necessary action plans to correct deficiencies.
Contract management - Works with the assigned acquisition team in the management and performance for environmental based service contracts. Provides a broad range of technical services, such as application database management, program technical expertise, hazardous material tracking, regulated/non-regulated hazardous waste and materials disposal permit requirements and precedent decisions governing environmental operations to assure regulatory compliance, plan and prepare specifications for environmental contracts, and provide oversight and administration. Prepares related acquisition packages for solicitation that includes statements of work, market research, and independent cost estimates. Monitors contractors' performance and ensures quality assurance of services performed and acceptance of services or deliverables. Utilizes a variety of highly developed communication skills to plan, advise, motivate, direct, negotiate, resolve conflicts, etc. in dealing with different entities concerning enforcement and substances involved.
Qualifications
At the GS-11 level, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: working independently serving as an point of contact on environmental program development, implementation, and activities with experience in hazardous materials tracking, Clean Water Act, Clean Air Act, Solid Waste, Hazardous Waste, or equivalent/similar programs; experience advising managers with changing established work methods and practices, and providing recommendations adjusting work processes, allocations, and shortfalls; and experience providing recommendations to control measures and implementing best practices for program improvements in sustainable building applications and development; and experience integrating an environmental management system (EMS); OR
A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; OR
A Combination of education and experience as list above.
At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to environmental program management, provides technical and functional assistance to the managers in regards to making decisions pertaining to sustainable building program improvements and EMS integration processes; perform program evaluations of hazardous material, Clean Water Act, Clean Air Act, Solid Waste, Hazardous Waste, or equivalent/similar programs.
At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience independently managing all related elements for a comprehensive environmental programs such as Clean Water Act, Clean Air Act, Solid Waste, Hazardous Waste, or equivalent/similar programs; leads managers in integrating programs into EMS and sustainable building processes based on their principles; and implementing procedures applicable to a wide range of duties multiple programs and /or functional areas such as facilities services, building support services, and administrative operations.
