DCSA's Chief Strategy Office is seeking a Management & Program Analyst (Enterprise Information Architect). Duties
As a PROGRAM ANALYST you will be responsible for the following duties:
The incumbent performs a wide range of duties within the Enterprise Analytics and Information office such as responsible for all aspects of studies assigned to include; the initiatives planning, design, pilot, implementation and meeting goals and timelines of the assigned initiatives. Conducts in-depth and complex analysis of all of the assigned initiatives. Analysis and studies performed include business process assessments, mapping, documentation and reengineering designs around DCSA processes and systems. Analyzing and documenting "as is" processes and systems and "to be" requirements. Assists with the development of reports, presentations and other visual representations which outline and provide information regarding the results of the studies conducted. Manage use of process improvement, reengineering methodologies and internet-related methodologies and principles to conduct process modernization.

All U.S. Citizens who reside or currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Advance knowledge and experience in data modeling, data security, data quality, data integration, data storage, master data management, enterprise metadata management, data marts (physical and virtual), enterprise content management, search and discovery, and analytics; Experience in developing presentations, reports and briefings for meetings or working groups with agency stakeholders; Expert experience assessing the benefits and the risks of information by using tools such as business capability models to create and visualize what information matters most to the organization based on the defined business strategy; Experience in identifying, prioritizing and executing data and analytic initiatives with clear line of sight to enterprise strategies, operating models, and business outcomes.
Specifically you will be evaluated on the following competencies:

Substitution of education may not be used in lieu of specialized experience for this grade level.
