This position is located with Bonneville Power Administration (BPA), in Contract Management and Administration (MSC) organization of Customer Support Services (MS), Business Management & Development (M), Chief Operating Officer (K).
A successful candidate in the Public Utilities Specialist (System Administration) position will serve as the systems technical lead and subject matter expert for BPA-wide contract systems: Customer Contract Mgmt, Customer Data Mgmt., and Customer Portal.
Duties
As a Public Utilities Specialist (System Administration), you will:
Provide strong leadership on project teams for software upgrades, new functionality to existing systems, implementation of new systems, providing detailed requirements and process improvements. Assesses the viability of new system functionality provided for in new releases or patches to applications or new applications.
Responsible for providing systems planning support, writing use case/requirements, system mapping, establishing, and monitoring business partner service level agreements to foster the integration of upstream and downstream information regarding all MS systems.
Coordinate with a team of upstream and downstream MS system users, stakeholders, other functional program specialists, and IT Specialists to determine requirements for designing and developing new systems or modifications to existing systems.
Review, update, and certify internal processes, risks, controls and requirements including Standards of Conduct compliance, governance and A-123 internal controls.
Formulate, establish, and implement operational support requirements and negotiate service-level agreement design and requirements with BPA IT to ensure that the assigned KSC system (production and testing environments) is adequately supported.
Perform system troubleshooting and complex data analysis, corrections, and resolutions. Works with the IT organization to resolve issues in a timely manner. Reviews or develops lessons learned as required.
Serve as a technical leader of the Systems and Tools Team, which is comprised of GS-12 Public Utility Specialists. Provides direction, SME expertise and support to authentication and support box efforts.

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized experience for this position is defined as: 1) independently implementing and operating computerized database systems (e.g. Contract management systems, data management systems, Customer Portals etc.); 2) leading the development of policies and procedures relating to computerized database systems; AND 3) working with staff from other work groups to determine requirements for designing and developing new systems or modifications to existing systems.

Physical Demands: The work is sedentary, although some slight physical effort may be required in stooping, kneeling, bending, etc.
