Duties
Participates in the preparation of extensive fact-finding studies including testing recommendations on affected government components, other agencies, and other government and non-government groups.
Prepares technological and economic feasibility studies such as economic analyses, cost/benefit studies, and Automatic Data System plans for existing or potential new systems for use in making major management decision.
Provides functional expertise and has continuing responsibility of ensuring major system efforts are proceeding according to user needs and the dictates of selected development methodologies.
Reviews test results accomplished by quality assurance personnel for compliance with requirements. Assures any needed corrections are accomplished.
Develops specifications and conditions for the functional testing of subsystems and systems.
Participates in the preparation of conceptual and functional designs and obtains approval of the recommended approach.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Experience providing system management, functional analysis of system requirements, and system support services for the customer in regard to major Automated Information Systems (AISs) and Automatic Data Systems (ADS); implementing acceptance of system application products by users government wide; applying corrective action on malfunctions and deficiencies reported by system users; predicting the effects of proposed changes and making recommendations of a far reaching nature to minimize overall system impact as it relates to civilian pay policies, procedures, and regulations.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
