This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Burden Reduction and Health Informatics (OBRHI). As a Management Analyst, GS-0343-13, you will serve as an advisor to management and provide objective-based information to make administrative and operational decisions.

Duties

Develop policies and procedures for day-to-day business operations to support OBRHI leadership in meeting their goals and objectives under the strategic action plan. Conduct management studies to analyze the organizational structure, mission, and functions of existing organizational entities as the result of new legislation or changing program emphasis. Ensure that the Office components meet CMS’ goals and carry out activities in accordance with the CMS strategic plan, agency performance plans and systems, other work plan directives, and priorities. Serve as a consultant to OBRHI management on the full range of human capital management activities. Develop and maintain OBRHI attrition projections to provide OBRHI leadership with necessary data to plan for current and future staffing needs as well as potential funding needs.

Qualifications

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Develop, coordinate, and maintain policies and procedures for day-to-day business operations, including travel and training to support program management goals and objectives. 2) Develop, plan, refine and maintain the hiring plan and related reports to support strategic recruitment and resources allocation decisions on behalf of the Office. 3) Develop, coordinate, and maintain ongoing budget projections for FTE and CAN records and projections. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
