You will serve as a Human Resources Specialist (Classification/Recruitment) in the Staffing and Classification Branch, Human Capital Management Department of FLTREADCEN SOUTHEAST.

Duties

You will analyze the duties of a position to determine the correct title, pay plan, series, and grade level. You will solve human resources problems that cross multiple program lines (e.g., recruitment, classification, compensation). You will write evaluation statements for position descriptions at various grades (e.g., GS-2 through GS-15) and pay systems (General Schedule, Wage Grade, Pay Band). You will advise customers on human resources regulations (e.g., Title 5, U.S. Code, Office of Personnel Management [OPM]) You will set pay under alternative pay band systems (e.g., Department of Defense [DoD] Demo pay systems)

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:1) Writing vacancy announcements and providing advice and guidance to managers on appropriate recruitment sources and methods; 2) Ensuring documentation requirements for recruitments are met; 3) Researching a variety of human resources issues to assist customers; 4) Interpreting and applying classification standards to positions and determine the appropriate pay plan, occupational series, grade and title of positions needed for the organization; 5) Utilizing a wide range of Human Resources Management laws, principles, systems, policies, methods, and practices of Classification, Recruitment, and Compensation. 6) Utilizing analytical and evaluative methods to conduct fact finding and recommend solutions to moderately difficult but well-precedented and/or recurring issues and problems. Successful completion of 1 full year of graduate level education
OR
Superior academic achievement
OR
A combination of experience and graduate education as described above that equates to one year of experience
