This position is located in the Department of Justice, Executive Office for Immigration Review (EOIR), Office of Information Technology (OIT), Governance Planning and Support. The Program Analyst provides support to IT staff relating to acquisitions and contract management, as well as maintaining and improving the agency's Technology Business Management service.

Duties include but are not limited to the following: Oversees the planning, designing, developing, and facilitating the Technology Business Management (TBM) process integration with existing IT Service Portfolio Management, IT Financial Management, IT Project Management, Asset Management, and Vendor & Contract Management processes. Aids in the creation of program funding plans and evaluates the execution of those plans to identify actual or potential problem areas. Researches and analyzes factual procurement policies or procedural questions, and provides advice on appropriate procurement methods and procedures. Provides support to Contracting Officers and Contracting Officer Representatives during various stages of the contract management lifecycle and Monitors contract performance. Performs continuous appraisal of utilization of fiscal resources in accomplishing program objectives and goals.

Qualifications

In order to qualify for the Program Analyst position, you must meet the following time in grade requirements and minimum qualifications: TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. FOR THE GS-12 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties: Utilizing financial management principles, methods, techniques and systems to conduct program cost analysis, economic analysis, and financial analysis. Gathering information, identifying and analyzing interrelated issues, and developing recommendations that resolve problems of effectiveness and efficiency for business operations within an OIT office. Providing technical support to IT staff relating to acquisitions and contract management operations. FOR THE GS-13 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Analyzing and evaluating agency's OIT portfolios, programs and projects, and developing recommendations to resolve substantive problems of effectiveness and efficiency. Developing input for the monthly consumption of data and assists in the maintenance of the TBM applications. Managing OIT programs and projects to assist the administration of the IT Financial Management program.
