The incumbent serves as the Program Specialist for the Specialty Care Service assisting the Specialty Care Service Chief, Business Manager, division chiefs, providers, support, and administrative staff in optimizing patient care and clinical processes.

Duties

Duties include, but may not be limited to the following: Assists leadership by collecting, compiling and/or tracking statistical information in support of program operations and to access status or outcomes in relation to established performance measures, goals, and objectives. Tracks and trends data related to the Service Line program effectiveness and SAIL data. Performs Performance Improvement training and guidance with Sails metrics throughout department by independently leading Performance Improvement Work group. Utilizes various software applications (i.e. VATAS, CPRS, VISTA, GUI, TMS, Maximo, VSSC) to obtain information for completion of monthly reports at the request of the Chief and/or Administrative Officer of the Service Line. Serve as a Primary timekeeper for the Service Line. Oversee and provide guidance to maintain automated filing system for the Service Line. Creates electronic file folders on a variety of subject matter, administrative files such as travel, training, and correspondence. Training administrator for Service Line providing guidance and assistance in operating the VA Training Management System (TMS). Provide guidance to Service Line as ADPAC, providing programmatic activities such as VISTA data entry, processing reports, and file maintenance. Communicate effectively with patients, providers, facility services, and community care vendors. Answers routine inquiries from other service lines and Veterans or family members and makes referrals as needed. Utilize statistical data to compile deliverables and summarize program data to generate reports for the Service. Monitor leading and lag indicators in relative reports such as VSSC, PowerBI, etc. and alert leadership of deviations. Serve as primary point of contact for the completion of Ongoing Periodic Professional Evaluation/Focused Periodic Professional Evaluation (OPPE/FPPE), Standard Operating Procedures (SOPs) and Medical Center Policies (MCPs). Work Schedule: Monday - Friday, 7:30 a.m. - 4:00 p.m. Monday - Friday depending on the need of the agency. Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 grade level. For a GS-9 you must have served 52 weeks at the GS-7 grade level. You may qualify based on your experience and/or education as described below: GS-07:Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Guiding, assisting, establishing, monitoring and tracking the quality, efficiency and effectiveness of programs; arranging meetings and assisting in preparing reports/communications; collecting administrative data; utilizing computer databases and registries; reviewing cost items and volume and validating data; assisting on provider audits; time-keeping, email, training items, personal identity/verification and computer access. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. NOTE: TRANSCRIPT(S) MUST BE SUBMITTED WITH THE APPLICATION MATERIALS. CONFERRAL OF DEGREE(S) SHOULD BE PRESENT ON TRANSCRIPT(S). OR, Superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. GS-09:Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Guiding, assisting, establishing, monitoring and tracking the quality, efficiency and effectiveness of programs; arranging meetings and assisting in preparing reports/communications; collecting administrative data; utilizing computer databases and registries; reviewing cost items and volume and validating data; assisting on provider audits; time-keeping, email, training items, personal identity/verification and computer access. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Physical Requirements and Work Environment: The work is primarily sedentary; although, some slight physical effort is required. Accompanying HPTs through the medical site or clinical training site may be required. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. The work is performed in a typical office environment located in a health care facility. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the position to various resultant environmental changes. You will be rated on the following Competencies for this position: Administration and Management, Computer Skills, Planning and Evaluating, and Veteran and Customer Focus Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
