Announcement to fill a Lead Program Analyst (Acquisition Compliance), NH-0343-04, position at the JPEO-CBRND Headquarters. Selectee will be assigned to the Chief of Acquisition and Analytics. The NH-04 pay band encompasses grades 14 and 15 under the General Schedule (GS) system. This position is subject to the NH-04 tier three salary control point established in the JPEO-CBRND Acquisition Demo Business Rules. This control point limits salary to a max of $172,075 (GS-14, step 10).
Duties
Serves as the Team Lead for Acquisition Compliance within the JPEO-CBRND Chief of Acquisition and Analytics (CAA) Office.
Provides functional support to management on how to integrate acquisition related best practices and risk reduction efforts.
Reviews acquisition program regulatory and statutory documentation for completeness and accuracy.
Develops, presents, and disseminates a variety of acquisition related documentation to include business rules, standard operating procedures, memorandums, briefings, and reports.
Conducts program analysis consistent with regulatory operation of the DoD acquisition system as stipulated in DoDD 5000.01, DoDI 5000.02 and the various DoD and Army Acquisition Executive directives.
Conducts research and analyses of various functions, programs, systems, and work processes and applies a broad knowledge of multiple Acquisition Workforce disciplines to support action officer level staff in resolving critical and complex issues.
Maintains an up-to-date knowledge of acquisition reporting system implementation (i.e., Project Management Resource Tool (PMRT), Defense Acquisition Visibility Environment, etc.) and data analytics.
Actively participates in acquisition reporting system related working groups, keeps JPEO-CBRND leadership and users well-informed of important changes, and assists in identifying requirements and recommending solutions for system improvement.
Leads a team of government civilians and contractors, prioritizing work, analyzing productivity, and providing coaching/mentorship.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirement for Practitioner certification in Career Category "Program Management" within 60 months of entrance on duty.
- One year probationary period may be required.

The JPEO-CBRND exists to manage our nation's investments in Chemical, Biological, Radiological, and Nuclear (CBRN) defense equipment. To qualify for this NH-04 position, applicants must possess at least one year of specialized experience at the next lower pay band, NH-03 (GS-13 equivalent), which includes: 1) applying analytical methods and knowledge of various acquisition disciplines to solve complex problems and provide guidance to Program Managers across the organization; 2) analyzing acquisition programs to brief senior leaders on current status and overall program health; 3) developing and overseeing the implementation of acquisition policies and guidance for a large DoD organization; 4) tracking program compliance utilizing a variety of established acquisition data reporting systems.
