The primary purpose of this position is to perform as a senior Information Technology Specialist and provide installation support for a variety of Information Technology (IT) activities, including complex data management, systems analysis, and applications software development and implementation issues.
Duties
1. Serves as a senior systems analyst in assessing IT requirements. As a senior systems analyst, conducts on-going assessment of automated equipment, equipment locations, use, costs, and acquisition to define opportunities for new or improved installation business processes solutions.
2. Administers and manages database operations. Analyzes organizational usage of existing database programs to develop a comprehensive assessment of data management requirements.
3. Analyzes and develops/refines applications software. Serving as a senior IT specialist, designs, develops, maintains and enhances applications software for a variety of organizations.
4. Provides customer assistance and training and documentation support. Coordinates the work of other specialists to achieve and support quality improvement in all products and services and takes a proactive approach in providing customer assistance.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
This position is a developmental (GS-05/GS-12) position and may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-05). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed.
BASIC REQUIREMENTS FOR ALL GRADES: Experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE FOR GS-05: Applicants must have at least one year or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-4). Examples of specialized experience includes working with clients and customers to assess and/or address their needs and provide information or assistance relative to the products or services; identifying and resolving problems, determining relevant information, demonstrating using sound judgment, and making recommendations. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

EDUCATION: Applicant must have successfully completed a bachelor's degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post 2 years of study that included at least 12 semester hours in courses related to the above mentioned degrees and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
EXPERIENCE FOR GS-07: Applicants must have at least one year or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-5). Examples of specialized experience includes planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems. Work may include analysis of the interrelationships of pertinent components of the system; planning the sequence of actions necessary to accomplish the assignment; and personal responsibility for at least a segment of the overall project.

EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed 4-year course of study leading to a bachelor's degree, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
EXPERIENCE FOR GS-09: Applicants must have at least one year or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7). Examples of specialized experience includes applying a full range of database management concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing, and maintaining database systems that meet current and future organizational business requirements. In addition, experience that demonstrates a range of knowledge in system software and systems development life cycles including systems documentation, design development, programming languages, configuration management, cost analysis, data administration, systems integration, and testing sufficient to plan and coordinate the migration of data from legacy to newer versions of database management systems.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a broad range of systems analysis concepts, techniques, and principles sufficient to evaluate business practices and processes, evaluate the feasibility of systems development projects, and develop functional requirements and specifications. 2. Knowledge of complex data management concepts, principles, and methods sufficient to evaluate effectiveness of systems, develop and design programs, and to conduct performance-testing activities to optimize processes.
3. Knowledge of applications software development and design concepts and techniques sufficient to design, develop, code, test, and debug large and complex programs.
4. Knowledge of the basics of software programming languages such as COBOL, VISUAL BASIC, C, C++, Ada, JAVA, FORTRAN and PASCAL.
5. Ability to design, develop, test, evaluate, install, and fine-tune IT programs.
6. Ability to communicate orally and in writing sufficient to fully coordinate activities with management officials and other IT specialists, and to provide user training and support.
