Duties
This is a Direct Hire Public Notice for the DoD Direct-Hire Authority for Pathways Recent Graduates.
Recent Graduates will be placed on a career or career-conditional appointment and MUST meet the definition of a recent graduate at the time of appointment in order to appointed under this direct hire authority. Under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application.

Incumbent typical work assignments may include the following:
Supporting the McCain Fellows Program by coordinating and providing guidance about the program and human resources related inquiries.
Advises management on recruitment and placement strategies, hiring flexibilities, use of noncompetitive sources, and special appointing authorities (e.g., Veterans Recruitment Appointments, 30% compensable disabled veterans, employment programs for those with disabling conditions, superior qualifications, interns, direct-hire authorities, etc.), and special programs which emphasize affirmative actions.
Creates USA Staffing job announcements and certificates of referrals that reflect the knowledge, skills, and abilities and other requirements for the position to be filled.
Complete all steps within the on-boarding process.
Provides advice, technical assistance, and policy guidance to Fellows, supervisory and management officials concerning performance management and Individual Development Plan (IDP).
Requirements

- This position may require you to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.

Qualifications
Who May Apply: Positions are open to:
Recent graduates who have completed, within the previous two years, a qualifying bachelors or higher degree from a qualifying educational institution; OR, Uniformed Service Members who have completed at least four years of obligated service AND was awarded a bachelors or higher degree by an institution of higher education not more than four years before the employment start date.
Applicants can be selected at either the GS-09 or 11 grade level. The target grade of this position is 12.

You may qualify at the GS-9 level, if you fulfill the following qualification requirement:
Have one year of specialized experience in the same or similar work equivalent to at least the next lower grade level (GS-07) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: 1) Assisting in providing advice on administering and executing staffing recruitment and placement programs. This experience includes, but is not limited to, job analysis, strategic recruitment discussion, qualifications determinations, special hiring authorities (e.g., DHA, EHA, etc.), and alternative candidate sourcing methods; and 2) Assisting in providing input to revising policies and procedures in order to improve internal operations.
OR
Education: Have a master's degree or equivalent graduate degree or 2 years of progressively higher level graduate education leading to such a degree. Education must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application.
OR
Combination of Experience and Education: Have some specialized experience as described in A but less than one year, and I have some graduate education as described in B but less than 1 year. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
Have one year of experience in the same or similar work equivalent to at least the next lower grade level (GS-9) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: 1) providing technical advice on administering and executing staffing recruitment, placement programs. This experience includes, but is not limited to, job analysis, strategic recruitment discussion, qualifications determinations, special hiring authorities (e.g., DHA, EHA, etc.), and alternative candidate sourcing methods; and 2) performing program evaluation and providing input for revising policies and procedures in order to improve internal operations.

Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related from an accredited college or university. (Note: You must attach a copy of your transcripts for verification).
OR
Combination of Experience and Education: Have a combination of specialized experience and education. I have computed the percentage of the requirements that I meet, and the total is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
