This position is located in the DoD Office of Inspector General, Office of the CIO. The incumbent is an Information Technology Specialist in the OCIO that serves as a technical advisor to the Chief Information Officer (CIO), Chief Technical Officer (CTO), and Chief Enterprise Architect and performs duties as the Data Architecture subject matter expert. Serves as the Data Architecture subject matter expert (SME) and provides technical guidance, roadmaps, principles, standards, and best practices.
Duties
Support business and IT stakeholders providing technical expertise and strategic direction for the standards, processes and architectures for data across the enterprise with a Data Architecture based on the information management strategy.
Build and manage the Data Ontology and Business Architecture that describe the current AS-IS baseline and develop the foundation for describing the organization’s target state information requirements.
Assess the benefits and risks of data to create data-centric views to visualize information value based on the organization's business strategy. Aid efforts to improve business performance through enterprise data solutions and capabilities.
Enhance decision making through business capability and business information models that provide a future-state view of the data landscape unencumbered by specific data implementation details imposed by proprietary solutions or technologies.
Ensures the Data Architecture supports defining the organizations, external information producers and consumers as well as provides the organization the ability to build comprehensive business intelligence and analytics dashboards.
Work with Business Process Managers, Information/Data Owners, Data Stewards, and Service Managers to document data flows and data lineage of business information. Identify and document all points where the organization exchanges data.
Influence information strategy by partnering with business unit leadership to rationalize data value chains to provide strategic recommendations and maximize the value of data assets. Assign business and sensitivity categorizations to data assets.
Identify and prioritize the data and analytic initiatives with clear line of sight to enterprise strategies and business outcomes. Create and manage catalog of data aligned to APIs and data sources supporting organizational processes.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information security clearance.
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
- Must be able to acquire and maintain a IAM Level II certification within 6 months of hire if not already obtained.
- The incumbent must adhere to the DoD Standards of Conduct.

Basic Requirements: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as:
- Demonstrated experience performing duties in continuously monitoring and conducting business process analysis and improvement initiatives to enable and foster a culture of continuous improvement.
- Tracked and improved metrics / key performance indicators in support of meeting operational metrics and SLAs.
- Resolved assigned incidents and ensured the resolution of assigned incidents and problems that are escalated. Coordinated as necessary to further investigate incidents, diagnose problems, and identify appropriate fixes or solutions.
- Designed and managed concepts of master data management (MDM), metadata management, analytics, content management, data integration, and data exchange mapping.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).
