Duties
Serves as a subject-matter expert on budget formulation and execution for the assigned activity in the Headquarters, Defense Logistics Agency (DLA), Chief of Staff (CoS), Business Management Office.
Performs highly complex assignments as Senior Program Analyst involving major fiduciary responsibilities such as operating as Funds Holder for the Director's Staff Group, budget projects, programs and operations.
As a Senior Management and Program Analyst, performs a wide range of professional, technical, administrative,
-and analytical duties connected with the formulation, justification, presentation, execution, and review of the CoS Portfolio program budget.
Analyzes budgetary impact of new or revised legislation, policies, and procedures. Provides oversight of and support for a full range of budget functions.
Develops long-range multi-year financial management plans for CoS Portfolio work programs.

Qualifications
To qualify for a Management and Program Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Resolving critical problems or issues related to component or cross component policy development and application.
Presenting, justifying, and defending budget increases before high-level and Senior Management.
Providing interpretations of broad legislative, regulatory, and policy guidance for application to the Portfolio budget plans, policies, and recommendations.
Performing a wide range of professional, technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Portfolio program budget.
Applying expert knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, financial management, and business operation systems to execute assignments and projects, resolve issues, and provides authoritative financial analysis to leadership and senior government officials.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Substitution of education may not be used in lieu of specialized experience for this grade level.
