Primary purpose of this position as a NH II: To serve as a senior Human Resources Specialist at an US Space Force installation Civilian Personnel Flight planning, developing, and carrying out the full range of employee relations and management advisory services. Duties

Primary purpose of position as a NH III: Serves as the senior labor relations specialist at an US Space Force installation, establishing and maintaining effective relationships including the use of non-traditional collaborative approaches with labor organizations that represent federal employees, negotiating and administering labor agreements, and providing guidance and consultation to management on a variety of labor relations matters. NH II DUTIES: Provides employee relations assistance for assigned organizations characterized by a wide range of occupations where work processes are mental, judgmental, involve public contact, or are coordinative in nature Serves as the primary point of contact for a range of staffing, placement, and position management responsibilities Provides consultation and assistance on conduct-related issues Serves as the HR focal point for one or more employee relations programs Prepares written correspondence and other documentation NH III DUTIES: As the senior labor relations specialist at an USSF installation, oversees, carries out, and advises management on the local labor relations program Negotiates labor agreements between management and labor organizations Serves as technical advisor and management representative involving third party proceedings, for example, before quasi-judicial boards and commissions Performs the full range of employee relations management duties for an USSF installation

Qualifications

In order to qualify, you must meet the general/specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE AS A NH II: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-I, equivalent to the next to lower grade GS-4 or equivalent in the Federal Service. Specialized experience must include; Knowledge of a wide range of employee relations concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of conduct and performance problems. OR EDUCATION: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of employee relations concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of conduct and performance problems. Knowledge and understanding of complex Federal Human Resources management functions, theories, and techniques; and the basic relationships of the various Human Resources disciplines. 2. Knowledge of a wide range of commonly used and standard recruitment and placement principles and practices and of the occupational design of positions within assigned organizations to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of fundamental Federal Human Resources classification and position management principles, policies, practices, methods, and analytical techniques. 3. Skill in conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations. Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of personnel to include explaining rules and procedures to employees and advising on their rights and obligations and encouraging objectivity in situations that may be charged with emotions and assumptions. 4. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations. 9. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions. 5. Ability to develop and maintain effective relationships and to communicate effectively both orally and in writing. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations. SPECIALIZED EXPERIENCE AS A NH III: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-II, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include; Knowledge of a wide range of labor and employee relations concepts, case law, principles, practices, and legal and regulatory requirements sufficient to research, analyze, interpret, and draw conclusions on complex legal issues, problems, and situations and advise managers on appropriate responses to a variety of bargaining unit actions and/or appropriate corrective techniques for a range conduct and performance issues. Ability to demonstrate and maintain the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of labor and employee relations concepts, case law, principles, practices, and legal and regulatory requirements sufficient to research, analyze, interpret, and draw conclusions on complex legal issues, problems, and situations and advise managers on appropriate responses to a variety of bargaining unit actions and/or appropriate corrective techniques for a range of conduct and performance issues. Knowledge of the federal Human Resources (HR) management functions, theories, and techniques; the basic relationships of various HR disciplines; and management objectives as they apply to specific matters. 2. Knowledge of the procedures and techniques used in negotiation, mediation, alternate dispute resolution (ADR), arbitration, conflict resolution, coalition and consensus building, etc., and conducting research and fact-finding to advise and represent management in identifying, analyzing, assessing, resolving disputed facts about, interpreting, responding to, and reaching resolution on issues, actions, etc. 3. Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of personnel to include explaining rules and procedures to employees and advising on their rights and obligations and encouraging objectivity in situations that may be charged with emotions and assumptions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
