The primary purpose of this position is to serve as a military personnel systems analyst to provide support for Air Reserve Component (ARC) users of military personnel data and information systems. Work includes determining the effectiveness of military personnel data and information systems and planning/designing revisions to existing systems and future systems.
Duties
Serves as a military personnel systems analyst and advisor to the Air Reserve Component on a wide range of military personnel initiatives
Provides consultation and technical assistance on complex and often controversial military personnel systems issues
Performs requirements definition planning, coordination, and implementation of personnel transformation and business process automation initiatives to support ARC needs
Serves as representative and liaison with Air Staff personnel offices and staff (including Air National Guard and Air Force Reserve), AFPC, other service headquarters, and DOD offices on military personnel systems issues
Prepares and presents presentations such as briefings to organizational and high level staff. Prepares reports, responses to queries, justifications and background papers on the technical aspects of area of expertise and assignment

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing technical assistance on the human resources automated systems procedures and applications; Making complex retrievals from multiple sources of data and provides and provides effective, accurate, and timely data products to management with the information necessary to address difficult and complex personnel problems; Performing principal advisory service to the higher level managers on the management and oversight of all personnel and equipment within their organization to support operational planning and execution; and Conducting in-depth analysis to detect both system and managerial problem areas and identifying major trends that require attention.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of a wide range of military personnel concepts, principles, practices, legal and regulatory requirements sufficient to perform detailed analyses, draw conclusions on complex issues, problems, and situations and advise senior management regarding military personnel information systems issues.
2.Knowledge of in-depth complex and analytical and diagnostic techniques and qualitative and quantitative techniques to conduct studies and research on military personnel data, processes, methods, and systems functionality.
3.Knowledge and understanding of military personnel concepts, practices, missions and structure, and the interrelationships of various military personnel specialties as they relate to systems processes/functions/capabilities and infrastructure supporting military personnel information system(s).
4. Knowledge of software concepts, principles, methods and practices, retrieval languages and business reengineering concepts.
5. Skill in gathering facts and using effective analytical and evaluative methods t accurately access information and make sound decisions.
6.Ability to communicate with others, both orally and writing, sufficient to present issues and recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
