The primary purpose of this position is to serve as a personnel systems analyst to provide support to users of personnel data and information systems. Work includes determining the effectiveness of personnel data and information systems and planning/designing revisions to existing systems and future systems.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standards for Administrative and Management Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level (or equivalent in other pay systems) in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position being filled. Specialized experience is experience which includes planning and coordinating agency wide implementation of process improvement methods; advising on personnel systems and processes and the impact on the organizational mission; conducting studies to analyze the effectiveness and efficiency of personnel systems; and developing recommendations to resolve deficiencies and problems that impact functional business processes.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of personnel concepts, principles, practices, legal and regulatory requirements sufficient to perform detailed analyses, draw conclusions on complex issues, problems, and situations and advise senior management regarding personnel information systems issues.
Knowledge of in-depth complex and analytical diagnostic techniques and qualitative and quantitative techniques to conduct studies and research on personnel data, processes, methods, and systems functionality.
Knowledge and understanding of personnel concepts, practices, missions and structure, and the interrelationships of various personnel specialties as they relate to systems processes/functions/capabilities and infrastructure supporting personnel information system(s).
Knowledge of software concepts, principles, methods and practices, retrieval languages and business reengineering concepts.
Skill in gathering facts and using effective analytical and evaluative methods to accurately access information and make sound decisions.
Ability to communicate with others, both orally and writing, sufficient to present issues and recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
