This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Management and Program Analyst, you will provide expert Human Resources support.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
As a GS-13, Management and Program Analyst, you will:
Serve as an analyst and/or advisor to senior program officials with responsibility for providing support to employees with regards to travel arrangement, time and attendance, and performance management.
Submit and review for accuracy personnel actions of varied complexity for the organization.
Lead the drafting and coordination of all Memorandums of Agreements/Understanding for the organization.
Provide advice and guidance for improvements and anticipates areas of concern.
Requirements

- May be required to successfully complete a 1-year trial period.
- Must obtain and maintain a current "Q" security clearance.
- Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
- Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. For the GS-12, experience must be equivalent to GS-11 level:
Advising management on the effectiveness of programs and operations (such as but not limited to staff, training, time and attendance, travel arrangements, etc.) or the productivity and efficiency of the organization.
Assisting with resources (such as but not limited to staff, training, time and attendance, travel arrangements, etc.) required to support varied levels of program operations.
Attending data calls or meetings of pertinent information to discuss progress made or next steps that will guide further action.
For the GS-13, experience must be equivalent to GS-12 level:
Analyzing the effectiveness of program operations in meeting established goals and objectives.
Identifying resources (such as but not limited to staff, training, time and attendance, travel arrangements, etc.) required to support varied levels of program operations.
Addressing customer concerns and ensuring overall satisfaction.
