Duties
Evaluates internal policies, procedures, controls, and work outputs to ensure compliance with Department of Defense (DoD) payment policies and directives.
Designs modifications to operations ensuring compatibility with systems requirements and DoD policies.
Develops detailed recommended plans for correcting weakness and provides training and/or assistance to personnel in the organization.
Assists in review, preparation, and revision of Standard Operation Procedures (SOPs) and prepares and revises Letters of Instruction (LOI) for organization personnel.
Manages and realigns resources, conducts program analyses, and makes decisions in accordance with unit cost principles, outputs, and targets.
Reviews accomplishments of subordinate work centers and assigned personnel.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-09: Specialized experience is defined as: performing financial management data analysis, creating recommendations for business process improvements, and customer support for an automated financial system.
GS-11: Specialized experience is defined as: experience providing expert knowledge of financial standards and principles to effectively analyze financial operations by applying applicable laws, regulations, policies and procedures to resolve issues relating to travel pay and/or civilian pay.
Selections for this position may be made at the GS-09 target GS-11 level or at the GS-11 grade level. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management's discretion to the GS-11 grade level without further competition.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service.
Education
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
