Duties
The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of 9PAR5910 (Program Analyst, GS-0343-11 Target 13). At full performance level (GS 13), the primary purpose of this position will be to serve as a program analyst responsible for planning and programming actions involving Air Force education, training, and recruiting operations.
(GS11/12/13) Serves as an advisory and consultant on AETC assigned and associated planning and programming efforts.
(GS11/12/13) Documents planning and programming decisions/recommendations in appropriate formats to meet DAF and Major Command requirements.
(GS11/12/13) Maintains documentation and databases associated with AETC Planning and AFPOM programming issues.
(GS11/12/13) Develops and maintains planning and programming network with DAF, AETC staff, and subordinate unit SMEs
(GS11/12/13)Prepares and delivers oral presentations, such as briefings and training sessions, as well as written products; coordinates with other staff functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

- This is a Centrally Managed position in the Operations Career Field at the GS 13 grade level ONLY. PCS authorization is limited to GS 13 grade level.

- Knowledge of AETC operations and/or prior MAJCOM staff experience is highly desirable.
- Must be able to obtain and maintain a Secret Security Clearance.

Qualifications
In order to qualify, you must meet the generalized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE:
GS 11 Specialized Experience: Applicants must have at least one (1) year of specialized experience equivalent to the GS-09 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes knowledge of the of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as training systems, education-related programs, force development, flying and technical training, recruiting operations, PPBE, military construction (MILCON), foreign military sales, contingency, or similar operations; and knowledge of the various command entities involved in overall planning and execution of operations and evaluations.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

GS 12 Specialized Experience: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes knowledge of the of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as training systems, education-related programs, force development, flying and technical training, recruiting operations, PPBE, military construction (MILCON), foreign military sales, contingency, or similar operations; Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and knowledge and ability to staff/coordinate packages with Command and other agencies
GS 13 Specialized Experience: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as training systems, education-related programs, force development, technical training, recruiting operations, PPBE, military construction (MILCON), foreign military sales, contingency, or similar operations; expert knowledge of resource management, including data analysis, long-term trend analysis, and use of PPBE specific computer tools and databases; and extensive knowledge of AETC organization and related missions, priorities, goals, and objectives and understanding of the relationship of the various command entities involved in overall Command planning and programming efforts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Demonstrated competency in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to work efforts, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
Ability to effectively employ strategic thinking methodologies and problem solving. Demonstrated ability and competency in common office automation systems and software to include Microsoft Office software.
Ability to maintain control of classified material.

Education
