In this role, you will directly impact the PEO EIS journey to agile software delivery. You will play a critical role in leading the PEO EIS agile journey by training PEO EIS and Business Owners at HQDA on agile roles/principles, by coaching/training/mentoring PMs on agile software delivery using the CI/CD methodology, assist the PEO EIS in monitoring performance through regular/recurring metrics and risk reviews, and be the recognized Agile Coach for PEO EIS, both internally and externally.

Duties

Provides agile coaching to O6/O5 Program Managers in the development of Enterprise Business Systems under various agile methodologies. Makes recommendations to the leadership and O6 PMs for business process improvements in PEO EIS agile methodology via automation, improving quality, reducing costs, and establishing appropriate process metrics and process controls across the PEO. Maintains and implements a training program to ensure all PEO EIS and business owner personnel understand the agile process and their roles to ensure timely value delivery.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This is a Term position scheduled to last 5 years.
  • Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: (1) Embedding an agile culture using techniques from a wide range of agile and lean methodologies and frameworks but be methodology agnostic; (2) Assisting to create an open and trust-based environment which enables a focus on delivery and facilitates continuous improvement; AND (3) Showcasing relevant tools and techniques such as coaching, advising, workshops, and mentoring. AND Applicants must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.

It provides leader training and education that supports civilian leaders' career path requirements and professional development, and promotes lifelong learning and self-development as integral parts of the civilian leader development program. CES provides leader development opportunities for Army civilians. The following course and time requirements apply to this position:
  • The Foundation Course (FC) is required for all employees hired after 30 September 2006.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
