Duties

Joining Customs & Border Protection (CBP), Office of Acquisition, will allow you to utilize your expertise in both leadership and program management in overseeing the planning and execution of an acquisition program and providing staff support on various aspects of acquisition program management. This position starts at a salary of $155,700.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500 (GS-15 Step 10). In this Program Manager (Acquisition) position you will become a key team member of Homeland Security professionals involved in managing and directing the accomplishments of the mission and functional responsibilities of the acquisition process; interpreting policy, procedures, or regulations as required to resolve problems; and directing and managing the multiple disciplined staff to provide various functional support to program throughout CBP. Typical Work assignments include: Providing supervisory guidance, methods, principles, and labor relations concepts to ensure optimum utilization of personnel, equipment, and space in order to accomplish program acquisition objectives through combined technical and administrative program oversight. Overseeing the planning and execution of an acquisition program; portfolio of acquisition programs; or providing staff support to senior acquisition officials on various aspects of acquisition program management, including program budget and financial management. Reviewing, approving, and documenting strategy development for multiple divisions or office units by establishing program goals, plans and evaluation metrics. Providing status reports/briefings to senior acquisition officials at both scheduled and non-scheduled program reviews and other meetings, preparing presentation and written argument for key decision points (e.g., Acquisition Review Boards, Acquisition Review Council, Resource Management Council, Operations Support Council, technical reviews, etc.), and preparing/delivering briefings to senior audiences on various program issues to include CBP, DHS, and congressional inquiries.

Specialized Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Preparing and delivering status reports, briefings, and presentations to senior audiences on various program issues. Planning and executing acquisition programs and/or portfolios of programs. Leading multi-disciplined acquisition teams. Performing a full range of supervisory duties. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/27/2023.
