This position is located at Departmental Offices, Terrorism and Financial Intelligence-Assets Forfeiture. As a Financial Management Analyst, you will take a lead role in projects and tasks related to improving the effectiveness and efficiency of Treasury Forfeiture Fund's (TFF) financial operations, as well as to lead the budget submissions to the Department and OMB, and then to Congress
Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Financial Management Analyst, you will:
- Plan and execute activities involving financial research, problem formulation, and analyses, reporting the results of analyses and research, and recommending solutions or changes to current processes and procedures.
- Lead projects that involve the work of contractors, service providers, Department of Homeland Security (DHS) and Department of the Treasury (Treasury) law enforcement bureaus and internal team members.
- Lead the budget submissions to the Department and OMB, and the Congressional budget Justification submission.
- Provide technical expertise to management on budgeting and cost estimating in conjunction with a large multi-year, multi-billion dollar acquisition program.
- Respond timely and accurately to inquiries from Congressional committees, Congressional Budget Office, Office of Management and Budget (OMB), and Treasury.

For the GS-13: If you are applying for the GS-13 level, this position requires at least one year of specialized experience at or equivalent to work at the GS-12 level in the public or private sector that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as ALL of the following:
-Preparing written products such as reports, briefings, or statements; AND
-Analyzing the financial position and financial statements of an organization; AND
-Evaluating the effects of continuing changes in program plans and funding of an organization; AND
-Assisting with policy or procedural development.
For the GS-14: If you are applying for the GS-14 level, this position requires at least one year of specialized experience at or equivalent to work at the GS-13 level in the public or private sector that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as ALL of the following::
-Preparing written products such as reports, briefings, or statements; AND
-Analyzing the financial position and financial statements of an organization; AND
-Evaluating the effects of continuing changes in program plans and funding of an organization; AND
-Developing and implementing financial policies, procedures, or requirements.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. For the GS-13, you must have been at the GS-12 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
