About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQ USSOUTHCOM, Security and Intelligence Directorate, Miami, FL.
Duties
Serves as J2 Guantánamo Bay (GTMO) Program Director and Army subject matter expert and authority on select intelligence and security functions, disciplines, resources, operations, requirements, and organizations related to the detention mission.
Analyzes and reviews cross-intelligence discipline issues impacting SOUTHCOM security and intelligence support to detention operations and mission accomplishment and develops and recommends to senior DoD and IC leaders SOUTHCOM positions.
Defends Army intelligence portions of the Military Intelligence Program (MIP) and the Army POM during resource program.
Interfaces with counterparts and senior representatives to coordinate plans, doctrine, resources, and procedures impacting on security and intelligence support to the detention mission.
Monitors technologies and advances, resource utilization, possible policy developments, and other activities and issues, which will impact joint and service intelligence policy and procedures development and programming decisions.
Plans and schedules work assignments, assures equitable distribution of work, sets priorities, and reviews completed work of subordinates.
Develops, coordinates, and presents SOUTHCOM security and intelligence positions to Army, DoD, Joint Staff, the Intelligence Community, and non-DoD organizations.
Establishes relationships with SOUTHCOM, Service, OSD, the Joint Staff, the Office of the Director of National Intelligence (ODNI), and other DoD and non-DoD agencies.
Develops and integrates policy considerations into planning to ensure accomplishment of SOUTHCOM J2 security and intelligence objectives.
Serves as an authority on intelligence policies, procedures, doctrine, and operations across the spectrum of the intelligence disciplines and the intelligence war fighting function.
Serves as a Program Director providing budgetary, intelligence operations, and supervisory functions to a J2 section.
Resolves controversial issues utilizing intelligence and detention operations policies and guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
- Temporary duty (TDY) travel will be required 10% or less of the time.
- May be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Specialized experience is defined as experience which includes 1.) expertise with leading intelligence AND detention operations with senior US or Foreign Government officials; 2.) implementing, executing, and managing detention operations plans and budgets; and 3.) developing intelligence and security policies, principles, and/or procedures.
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
