About the Position: Serve as a Senior Information Technology Specialist performing work that involves applying Information Technology analytical processes to the design, documentation, development, modification, testing, installation, and implementation in support of new or existing software and planning, development and administration of systems for the acquisition, storage and retrieval of data.
Duties
Analyze and define data requirements, data sources, data types and specifications.
Develop and implement data mining and data analytics programs for the organization.
Advise the Commands Software Factory on data collection, analysis, observability, and optimization for the Software Factory platform and application product teams.
Lead all centralized data-related efforts for cyber, IT, information/knowledge management, services which comply with all legal, regulatory, and/or Army/DoD requirements to meet mission customer needs.
Lead organizational training and programming activities to support senior Army and DoD leaders.
Guide and direct the integration of cyber, IT, and IM programs or services and develops interoperability/integration needs.
Identify IT program risks and threats; accurately assesses, prioritizes, and de-risks program elements.

In order to qualify, you must meet the experience requirements described below. Individuals must have IT-related experience demonstrating each of the four competencies listed below:

Specialized Experience: One year of specialized experience which includes: perform system administration for the acquisition, storage, and retrieval of data; develop, install, and implement databases; implement data mining and data analytics programs; ensure the application of information security/information assurance policies, principles, and practices in the delivery of data management services; and lead organizational training and programming activities to support leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
