About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at historic Fort Liberty in Fayetteville, North Carolina. Fort Liberty is the home of the national premiere Special Operations and Airborne Forces.

Duties

Serves as the Counterintelligence (CI) and Human Intelligence (HUMINT) Division chief within 1st Special Forces Command Airborne. Works operations and mission management of U.S. Army tactical through strategic Counterintelligence (CI) and Human Intelligence (HUMINT) operations and activities. Manages the Army’s (CI) and (HUMINT) source asset validation program. Serves as the functional manager for the development and fielding of automated systems that support (CI) and (HUMINT) collection. Provides direct operational support to 1st Special Forces Command Airborne Counterintelligence (CI) and Human Intelligence (HUMINT) field collection elements. Develops and maintains HUMIT/CI training programs in support of organization.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret Sensitive Compartmented Information (SCI) Clearance based on a (T5) investigation/Single Scope Background Investigation with eligibility for (SCI). Suitability for SCI cannot be waived.
  • Must take a counterintelligence scope polygraph examination for special access program and sensitive activity access.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require temporary duty travel (TDY) 30% of the time both CONUS and OCONUS.

  • Two year trial/probationary period may be required.

AND Experience in managing Counterintelligence (CI) and/or Human Intelligence (HUMINT) source registry in compliance with CI/HUMINT procedures. AND Experience with conducting quality control over the production of HUMINT report formats. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
