This vacancy is for CENSUS OPEN INNOVATION PROGRAM MANAGER position in the DEPUTY DIRECTOR OFFICE, located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other CENSUS OPEN INNOVATION PROGRAM MANAGER, 0340, 14, FPL GS-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Serves as the Director of Operations and program manager of Census Open Innovation Labs (COIL), within the Digital Services Area. COIL applies internal and external facing innovation strategies across the Census Bureau to address key challenges.
Leverages talent of external technologists, academics, and creatives to solve problems for the public and disseminate our data, increasing the volume, type, and quality of products created with Bureau's data and supporting our mission and customers.
Builds internal capacity to use collaborative, user centered methods for reaching the public.

Qualifications
Specialized Experience Grade 14: Applicant must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience for this position includes:
Coordinating project requirements, schedules, and implementation; providing technical leadership to guide innovation programs;
Engaging with internal data experts and external data users to disseminate data, and developing strategic partnerships with industry, academic, and cross-governmental stakeholders; Advising senior management regarding innovation, design, and data policies and program matters; Supervising the work of one or more staff members; performing human resources responsibilities; evaluating performance and providing advice to subordinates.
Education: Education cannot be substituted for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
