This vacancy is for a PROGRAM MANAGER position in the Office of the Deputy Director located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties
Manages an office with agency-wide responsibility for enterprise risk management (ERM) oversight, supervises staff, plans office budget, and formulates and implements organizational goals.
Applies knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources.
Oversees the enterprise risk management program: identifies, analyzes, and mitigates risks at the program and project levels; determines how to best mitigate, monitor, and control the identified risks and develops contingency plans accordingly.
Communicates the impact of identified risks and recommends corrective action.

Qualifications
Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: applying extensive knowledge of Enterprise Risk Management serving as a Subject Matter Expert; evaluating the adequacy and effectiveness of agency-wide reporting on program and financial internal controls (over enterprise-wide systems and operations); conducting oversight and management of the agency risk management program to include the development and publication of policies and instructions related to the program; serving as the principal risk advisor for agency-wide matters related to risk, fraud management and mitigation.
Education cannot be substituted for experience at this grade level.
