This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for U.S. Army Medical Research and Development Command (USAMRDC) to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Review and validate acquisition program Life Cycle Cost Estimates (LCCE's) to ensure they are comprehensive, well-documented, accurate, credible and in accordance with DoD and Service cost estimating policies and procedures.
Develop command/PEO-wide acquisition program cost analysis and cost estimating policies and procedures for senior leader approval.
Procedures and policies will be documented in various forms to include but not limited to Microsoft Word and Power Point.
Ensure Program Managers and the matrixed Cost Analysts (largely contractors) that provide support to subordinate Program Management Office (PMO) for LCCE development, are in compliance with command/PEO cost estimating policies and procedures.
In coordination with the PMs and the matrixed Cost Analysts, assist in defending command/PEO-developed LCCEs with external and higher headquarters organizations.
External and higher headquarters organizations include Deputy Assistant Secretary of the Army Cost and Economics; the Army Materiel Command, Army Medical Life Cycle Management Command; and the Defense Health Agency.
Develop and deliver cost estimating training at all levels: PMO, matrixed Cost Analysts, PEO, etc.
Develop and maintain medical acquisition program cost databases that capture cost information and make it available for use in future LCCE development activities within the command/PEO.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires pre-employment financial disclosure OGE 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- Appointment to this position requires incumbent meet and maintain Tier 3, Non-Critical Sensitive, Secret Security Clearance.
- This is a Financial Management Level I Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F, section 1051, amending 10 United States Code, section 1599d.
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This is an Army Acquisition Workforce (AAW) position. Selectees must meet the position requirements for Advanced Career Level Certification within 4 years of entrance on duty per DoDI 5000.66.

Specialized Experience: One year of specialized experience which includes:
(1) Experience utilizing an automated financial system to analyze cost estimates such as Automated Cost Estimating Integrated Tools (ACEIT);
(2) Experience developing acquisition program Life Cycle Cost Estimates (LCCE's) and/or validating Life Cycle Cost Estimates (LCCE's) to include verifying accuracy, creditability, traceability, and thoroughness of information; AND
(3) Experience developing senior level cost analysis policies and procedures such as Standard Operating Procedures and/or detailed guidance for a Program Management Office (PMO).
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03 / GS-12).
USAMRDC is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
