About the Position: This is a Program Analyst, GS-0343-11 position with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Programs and Project Management Division (PPMD) located in Fort Worth, TX. This is a permanent and full-time position. **NOTE: A recruitment or relocation incentive up to 25% of the base salary may be authorized for this position.**

Duties

Serves as a Program Analyst for the Programs and Project Management Division, Fort Worth District with primary support to the Military Programs Branch and peripheral support to the Southwestern Division (SWD) HQs and HQUSACE as requested. Incumbent works under the general supervision of the Chief, Business Management Section within Military Programs Branch and in close coordination with the assigned Account Managers and Individual Project Managers. Directs, coordinates and synchronizes financial activities associated with the USACE Automated Information Systems and program analysis and evaluation of Military Branch projects/programs. Responsible for funds control functions involved with all projects within an area of responsibility. Reviews and evaluates overall financial execution using appropriate criteria. Incumbent works closely with Districts and sometimes Southwest Division to recognize and refine the best practices and adapt them to the District activities.

Specialized Experience: One year of specialized experience which includes: 1) assisting in management of program and project funding; AND 2) analysis, monitoring, or reporting on financial program/project issues or areas needing improvement. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Financial ManagementOral CommunicationPlanning and EvaluatingProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
