The primary purpose of this position is to serve as a command headquarters level program/policy analyst, to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment, execution, and sustainment of Force Development.
Duties
Research, analyze, design, develop, publish and manage Air Force level and/or Major Command (MAJCOM) level directive and non-directive publications, and procedural guidance for AF Force Development programs and/or HQ Air Education and Training Command's (AETC) recruiting, education, training, experiential learning operations; Air Force formal occupational instructional systems; and associated institutional education and training activities or programs.
Analyze, draft, implement, manage, integrate, and sustain Force Development program initiatives and supporting Air Force AETC Force Development panels, boards, committees, and other Force Development organizational structures.
Represents Force Development and AETC senior leadership on complicated, controversial, and/or matters of considerable consequence concerning Air Force, Force Development execution and AETC recruiting, education, training, and experiential learning operations, strategies and design during briefings, meetings, working groups, seminars, and/or conferences.
Lead and/or participate in/on special assignments, initiatives, projects and/or teams.

Qualifications
This is a Temporary position NTE 01 August 2025. The individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position Administrative and Management Positions, Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, foreign military sales, acquisition, weapon system/training device upgrade/modification, special operations, or similar operations. Expert knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of accepted management and program analyst concepts, principles, and practices as they apply to organization operations, systems, and resources and ability to apply this knowledge to unconventional work assignments. Applies analytical skills to the programming process key installation resources.
2. In-depth knowledge of established qualitative and/or quantitative methods for the assessment and improvement of field level plans, policies, and programs for conducting major operations.
3. In-depth knowledge of Air Force and Major Command strategic programs. Ability to supervise and develop planning priorities, goals objectives and metrics while synchronizing and sequencing key events, milestones, and methods of evaluating the effectiveness of planning actions related to actual or planned events. The relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
4. Skill to design, plan, organize, and conduct comprehensive studies; and prepare solutions to important and highly visible military training, operational and contingency mission areas.
5. Skill to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, und diplomacy.
6. Skill to plan, organize, develop and conduct special studies and projects, making recommendations on substantive operating programs, and collaborate effectively with others to develop solutions, coordinate with affected leadership and implement recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
