Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. Major Duties As a Legislative Analyst, you will be responsible for analyzing legislation and regulations, extracting, and summarizing key issues, working with higher level analysts to recommend policies, providing technical assistance and consultation to BHW staff on routine matters and assessing Bureau activities. Your major duties and responsibilities include: Responsibility for development and implementation of segments of special projects (e.g., analysis of new legislation, identification of the issues for resolution, or negotiation of BHW proposals for implementation). Tracking pending legislation in coordination with the Division management and monitors planning and related projects of the Agency to assure appropriate interface. Monitoring congressional records for activities relevant to BHW program and preparing position and background papers detailing the policy implications, which affect specific programs. Reviewing and analyzing pending legislation and regulation which will have an impact on the Bureau's programs. Reviewing Departmental and Agency directives and other proposals such as drafts of pending legislation, regulations, and guidelines; determining their applicability to Bureau programs; and developing recommendations to resolve problems affecting existing policies of these programs. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

Qualifications

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-09 level include the following types of tasks performed on a regular and recurring basis: Assisting senior legislative staff in drafting proposed legislative guidance and/or procedures as a result of new or revised legislation AND Providing answers to stakeholders' routine questions on legislative matters. OR Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study directly related to the work of this position. OR Have an equivalent combination of the above specialized experience AND higher-level graduate education that meets 100% of the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. LEGISLATIVE PROCESS AND POLICY- Understands the legislative process and how it impacts the missions of the Department, the Agency and one's own organization. PROJECT MANAGEMENT- Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. TECHNICAL WRITING- Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge. RESEARCH AND EVALUATION- Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
