Duties
Manages, directs and executes finance operations for Defense Agency customers in the assigned geographical area of responsibility which requires the development of policies and procedures unique to each organization.
Manages the review of a variety of financial policies, guidelines, data, documents, reports, processes and procedures to determine trends preventing operational efficiency.
Develops an effective implementation of Standard Operating Procedures (SOPs) for all areas of responsibility; and ensures that training needs are planned and implemented on a timely basis.
Provides expert interpretation on DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles relating to finance and accounting operations.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Participates in conferences, workshops and other meetings with key personnel and Defense Agency representatives concerning financial matters involving the changing of mission requirements, new laws and/or directives and reports any issues.
Manages and supervises the assigned division staff which consists of subordinate supervisors, scientific, technical and clerical GS personnel.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience performing extensive financial management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations to ensure the efficiency and effectiveness of financial operations.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
