OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Government Information Specialist, you will:
Perform research for and analysis and evaluation of data submitted for inclusion or exclusion in response to simple, complex, and expedited requests for information.
Negotiate with submitters and with requestors of records to find mutually acceptable solutions to release contract information.
Interpret and apply laws, regulations, policies, and guidance to provide access to Federal agency records and information while ensuring protected information is appropriately disclosed. Develop, implement, and maintain privacy policies and procedures. Develop VAOIG policy and procedures with regard to the administration of FOIA.
Compose responsive letters to requesters, citing the applicable exemptions, statutes and regulations.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 you must have one (1) full year of specialized experience at or equivalent to the GS-12 level in the Federal service for this position. Specialized experience is defined as:
- Interpreting and applying Freedom of Information Act (FOIA) Exemptions 1 through 7, federal laws, regulations, legal decisions, policies, procedures, or directives pertaining to the protection and release of FOIA materials/information; AND
- Providing recommendations for segregable releases, in accordance with FOIA Exemptions 1 through 7; AND
- Providing guidance to program offices and subject matter experts on the administration of the FOIA; AND
- Coordinating and tracking FOIA requests while communicating with employees, management, other governmental agencies and the public.
For the GS-12 you must have one (1) full year of specialized experience at or equivalent to the GS-11 level in the Federal service for this position.
Specialized experience is defined as:
- Interpreting and applying Freedom of Information Act (FOIA) Exemptions 1 through 7, federal laws, regulations, legal decisions, policies, procedures, or directives pertaining to the protection and release of FOIA materials/information; AND
- Assisting program offices and subject matter experts on the administration of the FOIA; AND
- Coordinating and tracking FOIA requests while communicating with employees, management, other governmental agencies and the public.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
For the GS-12, you must have been at the GS-11level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
