Duties

You will implement, maintain, and supervise Information Security across the MCEN (Marine Corps Enterprise Network) in accordance with all applicable USMC, DoN, DoD, and federal regulations and orders. You will oversee the overall defense of the MCEN with authority to make temporary boundary modifications, immediate network infrastructure and configuration changes, and other actions as needed to defend the MCEN. You will serve as a command focal point for the planning and implementing of Cyber security support services providing assistance, guidance, direction, and resolution to reported incidents and problems. You will serve as a problem solver and advisor, providing operational support for MCEN users. You will evaluate alternative approaches to problem resolutions; frequently modifies and adapts precedent solutions to unique requirements to solve a variety of network related problems. You will conduct rapid reaction planning for network operations events. Maintains 24x7x365 network operations situational awareness. You will keep superiors advised of unusual situations and potential problem areas and recommends courses of action and conclusive actions. You will provide direction and guidance to subordinates engaged in the review, design, development, modification, implementation, and the day-to-day sustainment of a myriad of Operations Center related issues. You will exercises administrative and technical supervision and control over civilian employees, Marines, and contractors.

  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance. (Drug Testing Position).
  • You are required to obtain and maintain foundational and residential qualifications within prescribed timelines and participate in continuous professional development program as described in DoDM 8140.03 and supporting DON policies.
  • This position is MISSION ESSENTIAL, and the incumbent is required to perform on a shift work schedule that requires the incumbent to work nights, weekends, holidays, inclement weather, furlough periods, or as needed for mission success.
  • This position requires 15% travel.
  • This position is NOT telework eligible.

Qualifications

You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include installing, configuring, optimizing, and troubleshooting network devices while also providing timely and accurate updates. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include providing feedback on network requirements, including network architecture, infrastructure, and routing. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include communicating technical matters in writing and orally to facilitate appropriate managerial action and customer understanding. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include identifying, remediating, and reporting on network device vulnerabilities, or troubleshooting major incidents or problems within the network. In addition to my experience demonstrating the four competencies above, I have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by applying the principles and methods for integrating information systems components; performance tuning tools and techniques, systems diagnostic tools, and fault identification techniques to diagnose user IT problems and determine and plan for corrective actions. This position is within the Work Category SUPERVISOR/MANAGEMNT at Work Level SENIOR, Series and Grade GG 2210-13.
