You will serve as a PROGRAM ANALYST in the C5I CAPABILTIES BRANCH of COMMANDER US FLEET FORCES COMMAND.
Duties
You will keep abreast of new developments within C5ISR technology disciplines as they relate to assigned projects and the Fleet C5ISR Modernization Policy (C5IMP).
You will analyze risks of maturity elements specifically documented in Fleet instructions and DON manuals to determine operational necessity and readiness of C5ISR systems to be installed onboard ships in the Atlantic and Pacific Fleets.
You will conduct analyses to determine if the Program Acquisition Resource Manager (PARM) are developing required integrated logistics, training, ship installation drawings (SIDs), and has appropriate resources to continue with the installation.
You will write and coordinate requests for modernization data products and directly queries in NDE/AMPS and Navy Tool for Interoperability and Risk Assessment (NTIRA) for required data.
You will maintain quality control standards for Navy Modernization on all C5ISR installations afloat.
You will follow up with affected installations and units to ensure directorate decisions and recommendations are disseminated, understood and executed in a manner consistent with intentions of Fleet instructions and DON manuals.
You will lead or participate in enterprise C5IMP efforts that are, or include, information that is SECRET and below.
You will lead the analysis and assessment of installation package reviews in collaboration with Platform TYCOMs, PARMS, Program Executive Office (PEO)/System Commands (SYSCOMS), and both FLTCDR to resolve specific modernization issues.
You will conduct direct coordination and interface with all levels of the command and their technical specialists to resolve specific modernization issues and recommend solutions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
To qualify for the PROGRAM ANALYST, GS-0343-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing guidelines and policies related to USFFC/Commander, Pacific Fleet (CPF) Joint Fleet Maintenance Manuel (JFMM) 4790.3 series;
Experience managing an Afloat modernization program;
Experience preparing decision briefs as necessary at the Flag/Senior Executive level for program funding;
Experience coordinating action on post-event reconstruction, analysis, and assessment reporting;
Experience providing quantitative and qualitative analytical and evaluative methods and techniques to identify interrelated program problems, draw conclusions, and recommend appropriate action to improve mission effectiveness;
Experience developing project papers, staff reports, and executive level correspondence for use by the Commander in presenting strategy, policy, planning, and operational issues;
Experience effectively communicating the Command's position and goals while listening to differing viewpoints which may require compromise, risk assessment and alternative solutions;
Experience utilizing the Navy Data Environment (NDE) / Afloat Master Planning System (AMPS) and other software programs to conduct analysis.
