In this position you will serve as a Human Resource Specialist in a developmental capacity, with the responsibility for planning, developing and carrying out a range of duties in employee management and labor relations for assigned organizations to further develop applicable analytical and evaluate skills and techniques.

Provides employee management services to assigned organizations with various pay plans and occupational series.
Serves as technical advisor to management officials and employees regarding personnel programs/policies.
Conducts extensive research into factual case law; develops case theory including anticipation of counterarguments; presents cases to leadership and management officials.
Delivers presentations on various training topics and program status to leadership, including, requirements, changes in programs, accomplishments, solutions, and future requirements for support.

- Experience with using Microsoft Office products highly desired
- Experience in planning, organizing, and facilitating meetings and/or training sessions desired
- Experience conducting, analyzing and communicating results from in-depth research and/or fact-finding of HR case law, principles, practices, regulations, federal laws, etc. highly desired

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01 or equivalent to the next lower grade GS-04 in the Federal Service. Specialized experience includes planning, developing and carrying out a range of duties in employee management and labor relations for assigned organizations to further develop applicable analytical and evaluative skills and techniques.
Knowledge, Skills and Abilities
Knowledge of a range of employee relations concepts, case law, principles, practices, and regulatory requirements sufficient to perform analyses; draw conclusions on legal issues, problems, and situations; and advise managers regarding appropriate corrective techniques in response to a wide range of conduct and performance problems.
Knowledge and understanding of Federal HR management functions, theories, and techniques and the basic relationships of various HR disciplines sufficient to advise management and employees regarding rules and procedures and their obligations and entitlements.
Knowledge of legal research methods, information-gathering, and fact-finding techniques sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered and development of action plans to solve problems.
Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations which may arise due to delicate or highly contested case matters and determinations.
Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
Ability to communicate effectively with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents.
Knowledge of management and installation's mission and objectives and their implications on personnel management programs at a large, diverse and complex installation.
