In this position you will provide quality, timely, efficient, and effective Personnel Programs HR products and services to both our internal and external customers while fostering a teaming/partnering environment.

Supports HQ AFTC mission and goals delivers expert management advisory service in Employee Management Relations (EMR) along with other HR areas such as Recruitment and Placement, Affirmative Employment, HR Data Analytics, Resources Management, Classification, Labor Relations, and other Special Programs to support Air Force Materiel Command (AFMC), HQ AFTC, Civilian Personnel Offices (CPO), and Wing Senior Leadership
Provide expert management analysis to research, develop, and recommend new and innovative corporate policies, practices, and processes for the management of HR.
Subject Matter Expert providing AcqDemo management advisory service.
Oversees AcqDemo for the AFTC AcqDemo Program Office. Provides guidance, interpretations, training and/or briefings to a wide variety of individuals, managers and key officials. Initiates reports or presents briefings.
Participates in all phases/aspects of AcqDemo related communications to SAF/AQ, Command/Site counterparts, local officials.

NH-0201-3, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS 11 or equivalent in the Federal Service. Specialized experience must include the following mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of human resources functions, e.g., civilian personnel, military personnel, manpower, etc., to develop and implement integrated approaches and solutions to significant human resources concerns and issues. Demonstrate, and maintain the appropriate qualifications necessary to assume and execute key acquisition, as appropriate. Demonstrate skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate.
NH-0343-3, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS 11 or equivalent in the Federal Service. Specialized experience must include the following independently define, direct, or lead highly challenging projects/programs. Identify and resolve highly complex problems not susceptible to treatment by accepted methods. Develop, integrate, and implements solutions to diverse, highly complex problems across multiple areas and disciplines. Anticipate problems, develop sound solutions, and action plans to ensure program/mission accomplishment. Develop plans and techniques to fit new situations to improve overall program and policies. Establish precedent in application of problem-solving techniques to enhance existing processes.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Human Resources Specialist:
Knowledge of and the ability to apply laws, executive orders, regulations, policies, and concepts pertaining to the full spectrum of civilian personnel.
Knowledge of the Federal personnel management functions for a large, multi-mission or otherwise diverse and complex organization or installation.
Ability to design workforce planning strategies to meet organizational needs.
Ability to communicate effectively both orally and in writing to work out solutions to problems, answer questions/requests, and exchange ideas with managers, supervisors, and employees.
Ability to gather facts and us effective analytical and evaluative methods to accurately access information and make sound decisions.
Program Analyst
Knowledge of management principles and processes for advising on and assessing personnel and compensation programs execution.
Knowledge of personnel system regulations and operating procedures in order to provide management advice and guidance in executing program/system provisions to improve organization/center effectiveness and efficiency.
Ability to gather facts and use effective analytical and evaluative methods to accurately access information and draw conclusion to make sound decisions; developing matrices; devising solutions to problems; identifying changes and trends and preparing and presenting briefings and reports.
Verbal and written communication skills in order to maintain an ongoing exchange of ideas, related to Personnel Programs with leadership, managers, and supervisor.
Ability to use a personal computer to create and update databases and create quality productivity indicators and graphic presentations.
Skill in researching, interpreting, analyzing results and applying policies, rules, regulations, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
