For additional information on direct hire opportunities with the Air Force please click here. Position #1 Information Major Duties Serves as senior Center human resources specialist. Prepares civilian personnel programs policies and guidelines as well as oversight to include, but not limited to recruitment, placement and retention, compensation, workforce planning and shaping, and separation management. Analyzes and researches technical and regulatory guidance to recommend the course of action required taking into consideration, the desired objectives and the complexities of a diverse organization. Provides technical oversight for program operations. Establishes workforce planning strategies and initiatives to enhance the diversity employment opportunities for a diverse workforce including veterans, minorities, and women, in conjunction with other HR professionals. Troubleshoots problems and leads the efforts of a thorough analysis of adverse impact in assigned organizations with extremely diverse and complicated work force presenting critical recruitment and retention issues. Provides employment opportunity and diversity planning program support; ensures advice aligns with overall program objectives and goals. Provides employee and labor management advisory services to HR professionals in the major organizations. Analyzing disciplinary and adverse actions, employee benefits programs, dispute resolutions, quality of life initiatives to assess gaps, define trends, capture best practices, seek improvements in policies and procedures, and identifies areas of concern. Provides advice and guidance to other HR professionals regarding the Air Force performance appraisal systems and labor relations matters. Responds to higher level taskings and suspense. Leads special projects associated with the division and provides written and oral reports. Prepares correspondences and briefings, identifies agenda items for corporate board and/or functional meetings, and records official decisions as minutes or policy. Research information for assigned program and analyzes data. Determines scope of study and evaluates outcomes. Presents formal and informal briefings and training as required for program areas. Assists other staff members in program areas. Provides technical oversight to staff members assisting with division responsibility. Provides guidance and policy direction to the civilian personnel flight. Position #2 Information Major Duties Develops, implements, and evaluates short-range and long-range strategy plans to meet known and shortfall AFTC recruitment needs and services as well as projected enterprise-wide force renewal for a wide range of professional, scientific, administrative, and highly technical positions such as Engineers, Information Technology, Maintenance, Program Management etc. Considers recruitment sources and proposes a variety of strategies in designing a creative approach for AFTC recruitment such as colleges and university visit, job/career fairs, industrial establishments, networking, Internet, and state employment services in recruiting for positions. Provides recruitment and affirmative employment advisory services. Consults with and advises managers and supervisors on a variety of difficult and complex technical issues, or problems of a sensitive nature concerning all phases of hiring, policies, procedures, and related legal, regulatory requirements or entitlements. Reviews organizational progress toward achieving objectives; provides feedback to management regarding positive or negative trends; and suggests opportunities to recruit minorities for positions in under-represented occupational categories. Recommends long-term and short-term strategies for overcoming employment and promotion barriers. Develops and maintains national and local networks and resources/referrals to attract top talent for AFTC enterprise. Identifies and recommends use of effective commercial recruitment tools to assist in tracking recruiting efforts whenever feasible to provide additional sources of applicants. Leverage technology in recruitment efforts for a wide variety of occupations, grades and locations, through use of: social networking (e.g., Facebook and Twitter), Internet applications (data mining w/civilian resume companies like Salesforce). Reviews established or revised position requirements to determine applicant availability and utilizes a variety of methods and creativity to ensure adequate candidate pools. Collects and ascertains facts regarding labor market conditions, availability and qualification requirements and assists in recommending the most appropriate force renewal strategies.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experience includes providing expert technical consultation and management advisory services to managers and supervisors on a variety of personnel programs; advising the workforce on identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the organizations missions throughout the enterprise. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of and the ability to apply laws, executive orders, regulations, policies and concepts pertaining to the full spectrum of civilian personnel. Knowledge of the Federal personnel management functions for a large, multi-mission or otherwise diverse and complex organization or installation. Ability to design workforce planning strategies to meet organizational needs. Ability to communicate effectively both orally and in writing to work out solutions to problems, answer questions/requests, and exchange ideas with managers, supervisors, and employees. Ability to gather facts and use effective analytical and evaluative methods to accurately access information and make sound decisions. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems. Skill in developing recruitment strategies to provide candidates for difficult-to-fill positions.
