As an Administrative Specialist (Agreements) with the Technology Transfer Office at Glenn Research Center (GRC) you will be responsible for the initiation, negotiation, review, concurrence and execution in accordance with applicable rules and regulations of Space Act Agreements and other similar collaborative agreements between NASA and industry or other government organizations.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Facilitates/originates Space Act Agreements and inter-agency agreements. Develops, evaluates, and benchmarks collaborative business practices to ensure that Glenn Research Center’s (GRC's) collaborative practice and processes are at the forefront.
Negotiates, in consultation with the Offices of the Chief Counsel and the Chief Financial Officer, collaborative arrangements between GRC and industry or other government organizations.
Acts as conduit of new opportunities for collaborative relationships for GRC technology organizations and as a resource to assist GRC technology organizations in collaborative relationships.
Works closely through liaisons with technology line organizations on collaborative efforts falling outside traditional aerospace arena. Solicits line organizations for topics and opportunities in major Government collaborative programs.
Facilitates collaborative programs with industry and other Government agencies that are initiated through the Technology Transfer Office. Works with technology line organizations and industry as customers in the establishment of such programs.
Participates in Office, Directorate, Center, and Agency policy development and short- and long-range planning and advocacy efforts on collaborative research partnerships and technology transfer policy and practices.
Assesses, reviews, and communicates GRC performance with respect to metrics associated with cooperative efforts and partnerships.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level
Developing or maintaining organizational records in accordance with guidance;
Reviewing administrative documents or business agreements for completeness and accuracy; and
Serving as a primary point of contact for internal and external customers.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL.B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level
Coordinating and gathering documents in support of negotiating agreements for goods, services, or facility use;
Providing administrative support in the development and maintenance of business agreements in accordance with
guidance; and
Coordinating and facilitating document review and approval processes in accordance with center procedures.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Reviewing business agreements between an organization and external entity to determine compliance with center
policy;
Negotiating business agreements and coordinating multiple stakeholder inputs and requirements; and
Participating in the development and implementation of business agreement center policies.
