About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4EGAA HQ US ARMY CORPS OF ENGINEERS.
Duties
Serves as the senior technical authority and program manager for the personnel security program.
Integrates and enhance all sub-component security activities: national security investigations, continuous evaluation/vetting, incident reporting, and security clearance eligibility.
Initiates, develops, coordinates, implements, and administers broad overall personnel security policies and procedures relating to the continuous security evaluation of the USACE workforce.
Reviews problem cases for derogatory or conflicting information and makes recommendations to ensure regulatory reporting compliance.
Provides authoritative advice and assistance to general officers, SESs, senior leaders, as well as management and supervisory officials on personnel security policies and procedures.
Plans work to be accomplished with the personnel security program.
Redirects personnel security program priorities due to unexpected requirements, increases in workloads and management decisions.
Manages account access for all personnel security systems to include, PSIP, DISS, NBIS, NP2, CVS/PIPS, and SWFT.
Establishes policies, procedures and guidelines that evaluate the effectiveness of personnel security activities and functions, and initiating improvements.
Administers broad overall personnel security policies and procedures relating to the continuous security evaluation of the USACE
workforce.
Assists subordinate security professionals and senior level leaders with personnel security issues by coordinating with national level investigating and adjudicating agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. (See Additional Information for details).
- Must be able to obtain and maintain a Top-Secret security clearance based on an SSBI with eligibility for Sensitive Compartmented Information (SCI).
- Travel may be required for approximate 20% of the time.
- May require working an irregular schedule or weekends due to crisis periods.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience developing, planning, administration, and execution of personnel security related programs; developing organization polices, plans, and procedures to administer personnel security program; And analyzing, evaluating, and recommending solutions for procedural inconsistencies/discrepancies within a personnel security program area. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
