For more information please see: ACQDEMO This position is part of the Comptroller/Chief Financial Officer. The incumbent serves as planner, analyst, and advisor to top agency management on a variety of programs, technical, and business related issues which have significant mission impact.

Duties

As a Program Analyst at the NH-0343-3 broadband level you will be responsible for the following duties: Serve as an Alternate Lead Defense Travel System Administrator (LDTA) for the Defense Travel System (DTS) and as an Alternate Component Program Manager for the Government Travel Charge Card (GTCC). Serve as a Lead POC for the Travel Office Help Desk. Provide system maintenance to ensure accuracy; assist in resolving hardware problems; provide training for new users, assist in maintaining lines of accounting; ensure all travel and credit card information remains current and accurate; track debt management. Serve as a Lead POC for the Agency Centrally Billed Account (CBA) performing timely, accurate processing, reconciliation and preparation of monthly invoices for the traditional and DTS CBA. Perform the quarterly GTCC rebate process with DFAS. Understand the DAI structure and how it is structured in DTS, with the ability to conduct analysis and resolve system performance issues between DTS and DAI. Design and conduct studies and analyses of program plans, program alternatives in support of strategic plans and goals, program and Agency policies, program execution results, technical reports, and cost estimates with a view toward reducing risks, assuring program health, improving program and business operations, and ensuring near and far term budget sufficiency. and performance. Plan, analyze and advise top management on a variety of program, technical and business related issues that have a significant mission impact. Design and conduct various studies and analyses of program plans in support of agency strategic plans and goals. Provide input in policies and processes in concert with other senior agency personnel which support and influence agency program, management and decision making. Assist in the design and conduct independent assessments of Program Objective Memorandum, budget plans and alternatives to identify issues and problems.

  • This is a Financial Management Level II Certified (FMC02) position. Incumbent shall comply with the requirements of this certification program.

Qualifications

You must have one year Specialized Experience equivalent to the NH-3 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume. To qualify you must meet at least two of the four specialized experience statements. Specialized experience required for this position is: 1. Administering the Defense Travel Administration and Government Travel Card (GTCC) program or equivalent automated travel management system for an organization. 2. Performing analysis of travel expenses in comparison to budget policy for an organization. 3. Developing travel/budget reports for organizational cost analysis. 4. Directing internal customers on how to manage the automated travel system to settle outstanding debts.
