The position is located in the Bureau of Global Talent Management (GTM), Talent Acquisition Directorate (TAC), Office of Recruitment (REC), Student Programs and Fellowship Division (SPF). This position serves as a Program Analyst responsible for directing, implementing, coordinating, or overseeing one or more of GTM’s Office of Recruitment’s Student Programs and Fellowship Programs.
Duties
Plans and conducts special projects, personally or with team members, provides advice to program managers functions, and develops and evaluates policies in assigned areas of responsibility.
Plans, conducts or participates in special studies as part of a team or working group and provides assistance to bureaus, domestic organizations outside Washington, DC, and overseas posts.
Designs and administers planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions.
Serves as the focal point for issues affecting and impacting internship and fellowship programs.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience administering and managing internship and fellowship programs.
-Experience managing programs and organizational skills, including the data collection and drafting reports.
-Experience communicating in writing to develop policy, guidance, instructions, and reports of findings and recommendations.
There is no substitute of education for specialized experience for the GS-13 position.
