Duties
Serves as the principal advisor on matters concerning Financial, Travel, GTCC, GPC, Administrative, Records Management, Personnel/Manpower, Training and Education for both military and DoD civilians across the five sub Indo-Pacific Energy regions.
Provides oversight and creates consistency within the INDO-PACIFIC administrative and management operations, ensuring compliance IAW DoD and/or DLA Policies and operating procedures.
Establishes quantitative parameters for strategic energy initiatives and process execution.
Responsible for the development of energy plans and initiatives to advance DLA Indo-Pacific Strategic Goals.
Advises on the distribution of work among administrative support management positions.
Provides advice to management on efficient utilization of positions and employees in program and program support areas.
Recommends strategies to improve DLA Energy’s capabilities and services in areas as diverse as financial management, training management, travel management, civilian and military personnel management, Cont'd...

Acts independently to establish policy and procedures concerning the administrative flow and operational control over management support functions within the INDOPACOM including travel, Cont'd...

Reviews requirements, analyzes and prioritizes, makes independent adjustments for administrative programs and management functions.

Qualifications
To qualify for a Management and Program Analyst your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Experience in building comprehensive plans and procedures using the mission, major issues, program goals, objectives, organization structures, and administrative operation.
Determines operational changes required to meet mission and function requirements and implement best business practices.
Gathers, interprets, analyzes, and correlates large amounts of narrative and statistical information about organizational functions, workload, and productivity to make decisions and meet goals.
Identifies, develops, and manages Key Performance Indicators, metrics, Plan of Action and Milestones, and other performance critical data to ensure targets are met.
Identifies and analyzes data to recommend solutions to conventional problems related to workflow, work distribution, staffing, and organizational structure.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
